Legislation
Alaska Telemedicine Legislation
State telemedicine legislation addresses various providers, including physicians, dentists, chiropractors, nurses, and other health professionals. This site includes telemedicine-related laws; however, it does not include all appropriations bills that fund telemedicine initiatives.


Telemedicine
Alaska Federal Health Care Access Network (AFHCAN)
The AFHCAN project will attempt to bring better health care to Alaskans in rural areas, using telemedicine technologies. AFHCAN will mobilize 248 sites, which will include military installations, Alaska Native health facilities, regional hospitals, small village clinics, and State of Alaska public health nursing stations.

The Alaska Telehealth Advisory Council (ATAC) was established in 1999 to provide a forum that enhances collaboration and communication between organizations involved in telehealth initiatives. ATAC members provide direction, leadership and coordination of telehealth efforts throughout Alaska.

Alaska Telemedicine Project
Health Tech Strategies Alaska has three major medical centers, 15 regional centers, and rural village health clinics in 240 locations statewide. Many of these have been developed privately to serve the needs of Alaskan natives. The Alaska Telemedicine Project, recipient of federal grant money and supported by state legislation, places desktop video teleconferencing equipment and the needed computers for Internet access, permitting personnel in rural clinics to consult with doctors at urban health centers.

Health Tech Strategies The State Office of Rural Health has used a board with an advisory committee to begin addressing issues of Telemedicine, has sponsored a Telemedicine conference, and has received state funding for its work in the field. The group is working as part of a state team to develop an overall plan.

The Alaska Rural Telehealth Network
The Alaska Rural Telehealth Network is a consortium of nine small, rural hospitals and two federally qualified health centers (FQHCs) joined forces with the Alaska Small Hospital Performance Improvement Network (ASHPIN) in an effort to design and implement a telehealth network to address their communities’ unique clinical and educational needs.

Health Tech Strategies This project works on improved high-speed communication among the various health facilities is expected to reduce by more than 20 percent the need for Medivacs between Barrow and village clinics, and between Barrow and Anchorage. The network also improves billing procedures, facilitates physician interaction for diagnoses, and enables administrative agencies to share documents on-line and send and receive email.

Village Telemedicine Project, University of Alaska
Health Tech Strategies Access will be provided to Internet-based medical and healthcare bibliographic databases and electronic publications, practice guidelines, expert systems, as well as a computer-based patient records management system in selected Alaska sites. Secure electronic healthcare data is shared among participating Alaskan Native villages, their regional healthcare 'hub" and third-party care facilities in Anchorage.

Washington, Wyoming, Alaska, Montana and Idaho (WWAMI) Rural Tel
The purpose of the project is to explore the utility of telemedicine consultation by a tertiary care medical school facility to the clinicians and patients of six remote towns in the Northwest: Colville, Washington; Petersburg, Alaska; Ronan, Montana; Driggs, Idaho; Pomeroy, Washington; and Thermopolis, Wyoming.

Grant Funded HIT Projects
2007 USDA Distance Learning and Telemedicine Grant Recipients
October 1, 2007 . Acting Agriculture Secretary Conner announced the selection of 78 grant recipients for Distance Learning and Telemedicine grants totaling $22.3 million in 31 states. The Distance Learning and Telemedicine (DLT) grant program was created to improve access to education and medical services through the use of technology. Of the grants announced today, 38 will provide access to medical services and 40 will be used to improve educational opportunities. The grant funds will be awarded to the selected recipients contingent upon meeting the conditions of the grant agreement.


Addressing Critical Concerns of Healthcare Systems Serving Ameri
The University of Alaska System has two programs. The first is within the Bethel campus, in partnership with YKHC, local tribal councils, and the Alaska Department of Health and Social Services, and is known as the Rural Human Services Program. This is a 2-year certificate program totaling 30 credits in 12 sessions and a practicum, for a maximum cost of $4,500. Graduating approximately 20 students every 2 years, the program is built on Alaska Native traditional values (including having elders as faculty), validates respective traditions to facilitate the healing of people in communities and acknowledges the strengths and natural talents of village human service providers. The second program is statewide, and is known as the Alaska Native and Rural Development Program. This program prepares students for community leadership and includes a concentration in rural health and human services management. Approximately 100 have graduated from this bachelor's degree program.


Agency for Healthcare Research and Quality (AHRQ) HIT Grants
In September 2004, the Agency for Health care Research and Quality (AHRQ) awarded $139 million in contracts and grants to promote the use of health information technology (health IT) through the development of networks for sharing clinical data as well as projects for planning, implementing, and demonstrating the value of health IT. Distance Learning and Telelmedicine Grants (2008 recipients)
The Distance Learning and Telemedicine program brings electronic educational resources to rural schools and improves health care delivery in rural America.


FCC Funding for Rural Telehealth Networks: Alaska Native Tribal
The consortium’s network, which will serve primarily rural health care practitioners, will unify and increase the capacity of disparate healthcare networks throughout Alaska, allowing them to connect with urban health centers and access services in the lower 48 states.


Health Resources and Services Administration (HRSA) Telehealth G
In 2005, HRSA administered 159 telehealth/telemedicine projects. Of those, 92 were awarded funds totaling more than $34.9 million. Projects receive funds in one of four ways: The Telehealth Network Grant Program, Rural Telemedicine Grant Program, Congressionally Mandated Projects, and Special Projects.


NLM Knowledge Management & Applied Information Grants

Alaska's Responses for the 2006 TASC HIT Survey
The Technical Assistance and Services Center (TASC) surveyed 4 Critical Access Hospitals in Alaska to identify their use of HIT. A summary of the survey is as follows:
  • 100% of hospitals have a formal IT plan
  • 100% have funding included in their budget for purchasing information technology
  • 1 of 4 hospitals said they have their clinicians use hand held computers/ PDAs
  • 0% of the hospitals surveyed have nurses using hand held PDAs
  • All hospitals have internet 100% high-speed, 25% wireless)
  • 75% of hospitals said they have encrypted secure e-mail access for all staff to protect patient confidentiality
  • 100% have computerized claims submissions and 100% have computerized patient billing
  • 100% have computerized payroll
  • 100% have computerized registration and admission
  • No hospitals used bar-coded patient identification bracelets
  • 100% of hospitals surveyed do not use electronic medical records
  • 25% keep physician's notes and 0% keep vital signs records in electronic format
  • 25% of hospital pharmacies have computerized allergy and drug interactions and 25% have computerized dose recommendations
  • 0% of hospital pharmacies have an automated medication dispensing machine
  • 25% of the hospitals use telepharmacy
  • 25% have computerized clinician review of radiology results
  • 3 out of 4 hospitals use teleradiology technology to transmit images electronically
  • 1 out of 4 hospitals use telemedicine to consult with clinicians at other sites regarding patient diagnosis and/or treatment
  • 8% of the hospitals transmit EKG tracings electronically to clinicians at other sites
  • 50% of hospitals do not share clinical data with selected other departments within the hospital
  • 100% of hospitals surveyed have physician offices or clinics connected electronically to the hospital's information system
  • 25% have long-term care facilities connected electronically to the hospital's information system
  • 50% of the hospitals share clinical data electronically with other hospitals
