State telemedicine legislation addresses various providers, including physicians, dentists, chiropractors, nurses, and other health professionals. This site includes telemedicine-related laws; however, it does not include all appropriations bills that fund telemedicine initiatives.

Alabama Activities in Telehealth - Legislation
Health Tech Strategies Alabama legislation provides for three-year special purpose licenses for nonresident physicians and osteopaths practicing within the state, which can be renewed by paying a licensure fee. Exceptions include informal, uncompensated and undocumented consultations. A more unique provision of the law requires the licensure candidate's home state to issue reciprocal licenses to Alabama physicians and osteopaths wishing to practice there.

Alabama Activities in Telehealth - Major State-based Telehealth
Health Tech Strategies University of Alabama at Birmingham Center for Telecommunications Education and Research. The University of Alabama at Birmingham UAB, in cooperation with BellSouth, is developing a network to allow authorized users access to patient information from remote locations. The network will employ broadband technology to remotely view and consult with outlying patient locations, such as rural hospitals, concerning medical pathology (frozen sections). UAB is also developing a prototype telepathology solution using funding provided by BellSouth.

Connecting Communities Directory
The Connecting Communities Directory is a compilation of state, regional and local initiatives focused on health information exchange. Data in this directory was self-reported by organizations who participated in the eHealth Initiative’s 2006 Survey of State, Regional and Community-Based Health Information Exchange Initiatives.

Mid-Alabama Information Network
Mid-Alabama Information Network (MAIN), covers the 5 County Healthcare Market area of Montgomery, Alabama. It’s primary function is to develop, implement, and/or support the mobilization of data electronically (e.g. a health information exchange network) in the coverage area. The mission and vision of the organization is to, share information to bridge gaps, avoid duplication, coordinate services and reduce barriers to improve quality of healthcare and reduce costs in the healthcare system in the River Region. The goals of the organization are to develop and test a health information exchange by continuing to educate providers on the Common Framework, convene a policy committee with provider members from the Board of Directors of the Montgomery Area Community Wellness Coalition (Coalition). They will continue to educate providers by repeating periodic MAIN demonstrations and incorporating the principles of the Common Framework.


Grant Funded HIT Projects
2007 USDA Distance Learning and Telemedicine Grant Recipients
October 1, 2007 . Acting Agriculture Secretary Conner announced the selection of 78 grant recipients for Distance Learning and Telemedicine grants totaling $22.3 million in 31 states. The Distance Learning and Telemedicine (DLT) grant program was created to improve access to education and medical services through the use of technology. Of the grants announced today, 38 will provide access to medical services and 40 will be used to improve educational opportunities. The grant funds will be awarded to the selected recipients contingent upon meeting the conditions of the grant agreement.


Agency for Healthcare Research and Quality (AHRQ) HIT Grants
In September 2004, the Agency for Health care Research and Quality (AHRQ) awarded $139 million in contracts and grants to promote the use of health information technology (health IT) through the development of networks for sharing clinical data as well as projects for planning, implementing, and demonstrating the value of health IT. HRSA Telehealth Grants
In 2005, HRSA administered 159 telehealth/telemedicine projects. Of those, 92 were awarded funds totaling more than $34.9 million. Projects receive funds in one of four ways: The Telehealth Network Grant Program, Rural Telemedicine Grant Program, Congressionally Mandated Projects, and Special Projects.
