Arizona Telemedicine Legislation
State telemedicine legislation addresses various providers, including physicians, dentists, chiropractors, nurses, and other health professionals. This site includes telemedicine-related laws; however, it does not include all appropriations bills that fund telemedicine initiatives.

Bill authorizing major medical facility projects and major medic
4/2/2008--Introduced. Authorizes the Secretary of Veterans Affairs to carry out major medical facility projects (projects) in FY2009 in: (1) Palo Alto, California; (2) Lee County, Florida; (3) San Juan, Puerto Rico; and (4) San Antonio, Texas. Authorizes the Secretary to carry out projects in FY2009, as originally authorized under the Veterans Benefits, Health Care, and Information Technology Act of 2006, for Department of Veterans Affairs (VA) medical centers in Denver, Colorado, and New Orleans, Louisiana. Authorizes the Secretary to carry out specified major medical facility leases (leases) in Arizona, California, Colorado, Florida, Georgia, Ohio, Oregon, Puerto Rico, South Carolina, and Wisconsin. Authorizes appropriations for projects and leases authorized under this Act.

Telemedicine
Arizona Rural Telemedicine Network
The Arizona Health Sciences Center created the Arizona Telemedicine Program to oversee and coordinate the Arizona Rural Telemedicine Network, as well as other telemedicine clinical, educational and research programs.

Arizona Telemedicine Program
The Arizona Telemedicine Program is a large, multidisciplinary, university-based program that provides telemedicine services, distance learning, informatics training, and telemedicine technology assessment capabilities to communities throughout Arizona.

Arizona Telemedicine Program Shares $15M FCC Grant
The Arizona Telemedicine Program, known as ATP, at the UA College of Medicine in Tucson co-authored the successful $15.56 million grant proposal to the Four Corners Telehealth Consortium, composed of representatives of the universities of Arizona, Utah, Colorado and New Mexico. That funding will pay for the development of the Southwest Telehealth Access Grid, which will enable health care providers in rural and low-income locations throughout the Southwest to access high-quality urban health centers through a broadband communications network. ATP will receive $875,000 of that funding to upgrade network infrastructure systems to enhance the quality and security of its services to 171 telemedicine sites in 71 communities. The grant will enable the ATP to use emerging, ultra-high speed broadband technologies to better deliver health services, clinical research and distance-education programs throughout the Southwest. “This upgrade in Arizona will enable us to support a number of next-generation telehealth applications,” said Dr. Ronald S. Weinstein, founding director of ATP and executive director of the UA College of Medicine Institute for Advanced Telemedicine and Telehealth. Weinstein co-founded the Four Corners Telehealth Consortium in 2004.

Telehealth Projects
The Technology Exchange for Cancer Health Network (TechNET): UTHSC, in collaboration with the UT Cancer Institute (UTCI), has received funding from the Agency for Health Research and Quality (AHRQ) and support from the National Cancer Institute, to conduct cancer education and treatment services. The project builds upon two activities to support continuity of care for cancer patients of the region. The first is the unification of the electronic health record systems and patient health information networks. The second revolves around access to specialty services via the telehealth network. Patient education and rural provider training are key components across both activities. Services will be provided in seven clinics maintained by UTCI, serving TN, MS and AR.

USDLA Awards ATP with the Silver Award For Excellenc
Dr. Paul Gordon and Dr. Tejal Parikh from the Department of Family and Community Medicine (FCM) in the College of Medicine won the 2007 Silver Award for Best Practices in Distance Learning Programming from the United States Distance Learning Association (USDLA). Drs. Gordon and Parikh received their award Monday at the USDLA annual meeting in Kansas City. This award acknowledges their unique efforts of coordinating the Rural Faculty Development Fellowship and it is truly an honor bestowed by their peers in higher education distance learning. The Rural Faculty Development Fellowship Series was designed for rural preceptors in the state of Arizona who are involved with the FCM clerkship, fourth year electives, and Rural Health Professions Program using the telemedicine network. This has enabled faculty who were previously unable to participate to improve their teaching skills and it has also enabled the College of Medicine to further expand our network of rural teachers.

The Arizona Medicaid Health Information Exchange Utility is a Web-based system for exchanging patients' health records and other medical information among the state's Medicaid providers.


Grant Funded HIT Projects
2007 USDA Distance Learning and Telemedicine Grant Recipients
October 1, 2007 . Acting Agriculture Secretary Conner announced the selection of 78 grant recipients for Distance Learning and Telemedicine grants totaling $22.3 million in 31 states. The Distance Learning and Telemedicine (DLT) grant program was created to improve access to education and medical services through the use of technology. Of the grants announced today, 38 will provide access to medical services and 40 will be used to improve educational opportunities. The grant funds will be awarded to the selected recipients contingent upon meeting the conditions of the grant agreement.

Arkansas Delta Inpatient-Outpatient Quality Improvement Implements a computer decision-support system in a 23-county service area in both inpatient and outpatient settings, including several rural clinics; includes a training component for physicians and other health care providers as well as a hospital pharmacy component for adverse drug event management and prevention strategies

Health Resources and Services Administration (HRSA) Telehealth G
In 2005, HRSA administered 159 telehealth/telemedicine projects. Of those, 92 were awarded funds totaling more than $34.9 million. Projects receive funds in one of four ways: The Telehealth Network Grant Program, Rural Telemedicine Grant Program, Congressionally Mandated Projects, and Special Projects.

Arizona' Responses for the 2006 TASC HIT Survey
The Technical Assistance and Services Center (TASC) surveyed 4 Critical Access Hospitals in Arizona to identify their use of HIT. A summary of the survey is as follows:
  • 25% of hospitals have a formal IT plan
  • 75% have funding included in their budget for purchasing information technology
  • 2 of 4 hospitals said they have their clinicians use handheld computers/ PDAs
  • 0% of the hospitals surveyed have nurses using handheld PDAs
  • All hospitals have internet (75% high-speed, 25% wireless, 25% dial up)
  • 75% of hospitals said they have encrypted secure e-mail access for all staff to protect patient confidentiality
  • 100% have computerized claims submissions and 75% have computerized patient billing
  • 100% have computerized payroll
  • 100% have computerized registration and admission
  • No hospitals used bar-coded patient identification bracelets
  • 75% of hospitals surveyed do not use electronic medical records

  • 50% of hospitals do not share clinical data with selected other departments within the hospital
  • 50% of hospitals surveyed have physician offices or clinics connected electronically to the hospital's information system

Arizona Health Information Technology (HIT) State Profile
Arizona Health-e Connection recently received a national innovation award for its best practices for promoting healthcare IT adoption for its state. The Council of State Governments, which made the award, said the Arizona model could be duplicated in other states launch and support similar initiatives.
