Legislation
Bill authorizing major medical facility projects and major medic
4/2/2008--Introduced. Authorizes the Secretary of Veterans Affairs to carry out major medical facility projects (projects) in FY2009 in: (1) Palo Alto, California; (2) Lee County, Florida; (3) San Juan, Puerto Rico; and (4) San Antonio, Texas. Authorizes the Secretary to carry out projects in FY2009, as originally authorized under the Veterans Benefits, Health Care, and Information Technology Act of 2006, for Department of Veterans Affairs (VA) medical centers in Denver, Colorado, and New Orleans, Louisiana. Authorizes the Secretary to carry out specified major medical facility leases (leases) in Arizona, California, Colorado, Florida, Georgia, Ohio, Oregon, Puerto Rico, South Carolina, and Wisconsin. Authorizes appropriations for projects and leases authorized under this Act.

Health Information Exchange (HIE) and Regional Health Information Organizations (RHIO)
Alliance for Rural Community Health HIE
ARCH HIE expands upon the workbench capabilities demonstrated in Washington DC in the NHIN protoptype as an actual implementation in the safety net environment here in Mendocino County.

CalRHIO
The California Regional Health Information Organization, CalRHIO, is a collaborative effort to incrementally build the structure and capabilities necessary for a secure statewide health information exchange system that enables California’s health care providers and patients to access vital medical information at the time and place it is needed.

CalRHIO Safety Net Health Information Exchange Toolkit
Supported by a grant from the Blue Shield of California Foundation, CalRHIO has developed a Health Information Exchange Toolkit (HIE) for safety net providers. The purpose of the toolkit is provide templates, processes and documents that can be used in a variety of ways to support HIE initiatives. These tools can be leveraged across the safety net community including providers, consortia staff, organizational IT staff, etc. The templates can easily be modified based on the specific needs of each organization or initiative. In addition, the toolkit is dynamic and will continue to grow as more tools are developed by CalRHIO, as well as other organizations.

Four Safety Net Organizations Receive HIE Support from CalRHIO
Through a grant from Blue Shield of California Foundation, CalRHIO is funding four safety net organizations up to $85,000 each to strengthen, advance, or expand existing health information exchange (HIE) initiatives aimed at improving clinical efficiency, quality of care, and patient safety.

Grant Funded HIT Projects
2007 USDA Distance Learning and Telemedicine Grant Recipients
October 1, 2007 . Acting Agriculture Secretary Conner announced the selection of 78 grant recipients for Distance Learning and Telemedicine grants totaling $22.3 million in 31 states. The Distance Learning and Telemedicine (DLT) grant program was created to improve access to education and medical services through the use of technology. Of the grants announced today, 38 will provide access to medical services and 40 will be used to improve educational opportunities. The grant funds will be awarded to the selected recipients contingent upon meeting the conditions of the grant agreement.


Agency for Healthcare Research and Quality (AHRQ) HIT Grants
In September 2004, the Agency for Health care Research and Quality (AHRQ) awarded $139 million in contracts and grants to promote the use of health information technology (health IT) through the development of networks for sharing clinical data as well as projects for planning, implementing, and demonstrating the value of health IT. Agency for Healthcare Research and Quality (AHRQ) HIT Implementa
HHS' Agency for Healthcare Research and Quality (AHRQ) today announced the award of more than $22.3 million to 16 grantees to implement health information technology (health IT) systems to improve the safety and quality of health care. These projects will contribute to AHRQ's capacity to learn from health IT implementation in clinical settings and to use the results from these real-world laboratories that are crucial to moving forward with broader implementation of health IT in American health care.


CalRHIO Receives $1 Million Grant From Sutter Health
Funding from Sutter Health network of physicians, hospitals, and other health care service providers will support development of a statewide health information exchange network that will benefit rural and small hospitals.


Community Clinics Initiative
The Community Clinics Initiative (CCI), a unique collaboration between Tides and The California Endowment, began in 1999 to provide resources, evidence-based programming and evaluation, education and training to support community health centers and clinics. Through information sharing and major grants, CCI acts as a catalyst to strengthen California's community clinics and health centers to improve health outcomes in underserved communities. The state's community clinics offer high quality, low- and no-cost care, often in rural and inner city areas, providing a lifeline for millions of uninsured and underinsured Californians.


NLM Knowledge Management & Applied Information Grants
Grants to health-related and scientific organizations that wish to optimize the utility of clinical and research information.NLM anticipates making 8-10 new awards each year, spending approximately $4 million per year to support new awards in this program.

HIT Survey Information
California's Responses for the 2006 TASC HIT Survey
The Technical Assistance and Services Center (TASC) surveyed 13 Critical Access Hospitals in California to identify their use of HIT. A summary of the survey is as follows:
  • 38% of hospitals have a formal IT plan
  • 54% have funding included in their budget for purchasing information technology
  • 6 of 13 hospitals said they have their clinicians use hand held computers/PDAs
  • 8% of the hospitals surveyed have nurses using hand held PDAs
  • All hospitals have internet (85% high-speed, 15% wireless, 8% dial up)
  • 69% of hospitals said they have encrypted secure e-mail access for all staff to protect patient confidentiality
  • 100% have computerized claims submissions and 100% have computerized patient billing
  • 100% have computerized payroll
  • 100% have computerized registration and admission
  • None of the hospitals use bar-coded patient identification bracelets
  • 100% of hospitals surveyed do not use electronic medical records
  • 0% keep physician's notes and 0% keep vital signs records in electronic format
  • 46% of hospital pharmacies have computerized allergy and drug interactions and 38% have computerized dose recommendations
  • 8% of hospital pharmacies have an automated medication dispensing machine
  • 31% of the hospitals use telepharmacy
  • 23% have computerized clinician review of radiology results
  • 7 out of 13 hospitals use teleradiology technology to transmit images electronically
  • 4 out of 13 hospitals use telemedicine to consult with clinicians at other sites regarding patient diagnosis and/or treatment
  • 15% of the hospitals transmit EKG tracings electronically to clinicians at other sites
  • 38% of hospitals do not share clinical data with selected other departments within the hospital
  • 46% of hospitals surveyed have physician offices or clinics connected electronically to the hospital's information system
  • 31% have long-term care facilities connected electronically to the hospital's information system
  • None of the hospitals share clinical data electronically with other hospitals
