Authorizes the Secretary of Veterans Affairs to carry out major medical facility projects (projects) in FY2009 in: (1) Palo Alto, California; (2) Lee County, Florida; (3) San Juan, Puerto Rico; and (4) San Antonio, Texas. Authorizes the Secretary to carry out projects in FY2009, as originally authorized under the Veterans Benefits, Health Care, and Information Technology Act of 2006, for Department of Veterans Affairs (VA) medical centers in Denver, Colorado, and New Orleans, Louisiana. Authorizes the Secretary to carry out specified major medical facility leases (leases) in Arizona, California, Colorado, Florida, Georgia, Ohio, Oregon, Puerto Rico, South Carolina, and Wisconsin. Authorizes appropriations for projects and leases authorized under this Act.

Telemedicine
Colorado Telehealth Network
The Colorado Telehealth Network, managed by the Colorado Hospital Association (CHA) and powered by Qwest Communications, is a statewide fiber-optic network that will connect nearly 400 hospitals, clinics and other health care providers in Colorado enabling them to share critical medical information over large geographical distances, thereby controlling costs, reducing patient travel time and providing a better patient care experience.

Poudre Valley Health System Telehealth

Telemedicine Telemedicine law
Title 24 State Government 24-60-3103, C.R.S. Authorizes the executive director of the Department of Regulatory Agencies, together with the state Board of Medical Examiners, the state Board of Nursing, and others to develop, negotiate, and enter into one or more interstate compacts on behalf of Colorado. This group is also authorized to recommend model legislation that would advance the portability of medical and nursing licenses, and the delivery of health services through telemedicine. Title 25 Health 25-1-801 and 802, C.R.S. Includes medical information transmitted during the delivery of health care, via telemedicine, as part of the patient's health record as maintained by a health care facility or provider.

University of Colorado and Health Sciences Center Telehealth
Via Telemedicine and Distance Learning initiatives, the Health Sciences Center strives to provide effective instructional experiences, medical consultations, and research opportunities for rural health professionals, family practice residencies, nurses, dentists, pharmacists, and others regardless of where the instructor of learner resides.

University of Colorado TeleHealth/TeleEducation Program
The Telehealth/TeleEducation Program at the University of Colorado Health Sciences Center was established in 1995 to provide the highest quality medical consultation, education, and research opportunities to communities and health care providers throughout the state.


Health Information Exchange (HIE) and Regional Health Information Organizations (RHIO)
Colorado Community Health Network
The Colorado Community Health Network (CCHN) represents Colorado’s 15 Community Health Centers (CHC) that together are the backbone of the primary health care safety-net in Colorado.

Colorado Health Information Exchange
The Colorado Health Information Exchange (COHIE) project involves four major health centers in the development of a technical prototype for statewide exchange. Several local projects statewide will implement health information exchange among a variety of local providers, hospitals and agencies.

Colorado Regional Health Information Organization
CORHIO is a statewide coalition of individuals, health care providers, agencies, organizations and community leaders in Colorado working to build an electronic health information network and launch a nonprofit regional health information organization or “RHIO” to oversee the network and its Web-based services.

Connecting Colorado Communities eHealth Initiative
The Connecting Communities Colorado eHealth Initiative (CCCeHI) is an innovative clinical informatics project that will demonstrate the feasibility of providing electronic continuity for clinical services, in order to improve the quality of patient care and make the delivery of care more efficient and therefore, less costly.

Grant Funded HIT Projects
2007 USDA Distance Learning and Telemedicine Grant Recipients
October 1, 2007 . Acting Agriculture Secretary Conner announced the selection of 78 grant recipients for Distance Learning and Telemedicine grants totaling $22.3 million in 31 states. The Distance Learning and Telemedicine (DLT) grant program was created to improve access to education and medical services through the use of technology. Of the grants announced today, 38 will provide access to medical services and 40 will be used to improve educational opportunities. The grant funds will be awarded to the selected recipients contingent upon meeting the conditions of the grant agreement.


Agency for Healthcare Research and Quality (AHRQ) HIT Grants
In September 2004, the Agency for Health care Research and Quality (AHRQ) awarded $139 million in contracts and grants to promote the use of health information technology (health IT) through the development of networks for sharing clinical data as well as projects for planning, implementing, and demonstrating the value of health IT. AHRQ funded project: Privacy and Security Solutions for Interope
The HISPC aims to address the privacy and security challenges presented by electronic health information exchange through multi-state collaboration. With the support of its state or territorial governor, each team engaged a steering committee and a range of local stakeholders to 1) assess variations in organization-level business policies and state laws that affect health information exchange; 2) identify and propose practical solutions, while preserving the privacy and security requirements in applicable Federal and State laws and 3) develop detailed plans to implement solutions.


AHRQ-funded project: Colorado Connecting Communities: Health Inf
The Colorado Associated Community Health Information Exchange (CACHIE) designs, develops, implements, and evaluates an interoperable quality information system (QIS) for a collaborative network of community health centers (CHC) that permits real-time and synchronous quality reporting to inform patient care, quality interventions, and health policy and advocacy efforts. The QIS will be foundational in nature, ultimately supporting many types of quality and safety analyses.


Health Resources and Services Administration (HRSA) Telehealth G
In 2005, HRSA administered 159 telehealth/telemedicine projects. Of those, 92 were awarded funds totaling more than $34.9 million. Projects receive funds in one of four ways: The Telehealth Network Grant Program, Rural Telemedicine Grant Program, Congressionally Mandated Projects, and Special Projects.


NLM Knowledge Management & Applied Information Grants

HIT Survey Information
Colorado's Responses for the 2006 TASC HIT Survey
The Technical Assistance and Services Center (TASC) surveyed 14 Critical Access Hospitals in Colorado to identify their use of HIT. A summary of the survey is as follows:
  • 57% of hospitals have a formal IT plan
  • 93% have funding included in their budget for purchasing information technology
  • 6 of 14 hospitals said their clinicians use hand held computers/ PDAs
  • 0% of the hospitals surveyed have nurses using hand held PDAs
  • All hospitals have internet (93% high-speed, 29% wireless)
  • 71% of hospitals said they have encrypted secure e-mail access for all staff to protect patient confidentiality
  • 93% have computerized claims submissions and 100% have computerized patient billing
  • 100% have computerized payroll
  • 100% have computerized registration and admission
  • None of the hospitals use bar-coded patient identification bracelets
  • 79% of hospitals surveyed do not use electronic medical records
  • 21% keep physician's notes and 0% keep vital signs records in electronic format
  • 57% of hospital pharmacies have computerized allergy and drug interactions and 29% have computerized dose recommendations
  • 57% of hospital pharmacies have an automated medication dispensing machine
  • 14% of the hospitals use telepharmacy
  • 57% have computerized clinician review of radiology results
  • 11 out of 14 hospitals use teleradiology technology to transmit images electronically
  • 3 out of 14 hospitals use telemedicine to consult with clinicians at other sites regarding patient diagnosis and/or treatment
  • 50% of the hospitals transmit EKG tracings electronically to clinicians at other sites
  • 50% of hospitals do not share clinical data with selected other departments within the hospital
  • 36% of hospitals surveyed have physician offices or clinics connected electronically to the hospital's information system
  • 43% have long-term care facilities connected electronically to the hospital's information system
  • 14% of the hospitals share clinical data electronically with other hospitals
