Bill amending the Federal Food, Drug, and Cosmetic Act to createA bill to amend the Federal Food, Drug, and Cosmetic Act to create a new conditional approval system for drugs, biological products, and devices that is responsive to the needs of seriously ill patients, and for other purposes. Bill amending title II of the Social Security Act to authorize w 1/29/2008--Introduced. Robert James Act of 2008 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to authorize waivers by the Commissioner of Social Security of the five-month waiting period for entitlement to benefits based on disability in cases in which such waiting period would cause undue hardship to terminally ill beneficiaries. Bill improving the quality of, and access to, long-term care 8/2/2007--Introduced. Long-term Care Quality and Modernization Act of 2007 - Requires the Secretary of Health and Human Service to conduct a demonstration program under which the Secretary shall require a state to establish a process for joint training and education of surveyors and providers for skilled nursing facilities and nursing facilities at least annually. Amends title XVIII (Medicare) and title XIX (Medicaid) of the Social Security Act to set forth provisions related to resumption of nursing aid training programs for skilled nursing facilities after correction of deficiencies. Authorizes the Secretary to exclude from the Medicare prospective payment system for skilled nursing facilities: (1) high cost and low probability cancer treatment drugs; and (2) all ambulance services. Authorizes a physician, nurse practitioner, or clinical nurse specialist to certify under Medicare that a prescribed series of blood glucose tests are medically required. Amends the Public Health Service Act to require the Secretary to establish a national nursing database to predict future nursing shortages. Amends the Internal Revenue Code to: (1) provide for a 15-year recovery period for qualified long-term care improvement property; (2) establish an investment tax credit for long-term care facility information technology; (3) establish tax-exempt long-term care trust accounts; (4) allow cash contributions to such accounts up to $5,000 annually; (5) allow an exclusion from gross income for certain distributions, including for long-term care services for chronically-ill individuals; (6) impose penalties for excess contributions to such accounts and for failure to provide required reports on such accounts; and (7) allow a refundable tax credit for 10% of the annual contributions to such accounts. Illinois Telemedicine Legislation State telemedicine legislation addresses various providers, including physicians, dentists, chiropractors, nurses, and other health professionals. Illinois Health Education Consortium The Illinois Health Education Consortium/ Western Illinois AHEC has an interactive multi-point video conferencing system for Critical Access Hospitals through interactive video conferencing (polycom system). Illinois Rural HealthNet The Illinois Rural Health Network Consortium is a partnership of public universities and health care providers overseeing development of a statewide telemedicine program. The Consortium successfully pursued funding for a high-speed network to connect rural hospitals and clinics with specialists in all corners of the state. Indiana Telemedicine Incubator The Indiana Telemedicine Incubator (ITI) is a multidisciplinary consortium for the development of distributed, multimedia database technology for the health care industry. It will develop technologies for which there are critical needs in all major areas of telemedicine: consultation, diagnosis, and administration. This consortium is broad-based, including researchers, practitioners, educators, service providers, and product developers. This community will enable a perpetual process of research, development and return on investment (ROI). The Indiana Telemedicine Incubator (ITI) is, therefore, in formation as a perpetual entity -- not a fixed length project. Its goals are, therefore, articulated around a set of processes. The ITI is leveraging the latest research and technologies to create a world-class telemedicine research, development, and delivery infrastructure; and to foster economic development opportunities through an aggressive technology commercialization program. The HIE planning grants are the first meaningful step in Illinois toward implementing a state-level HIE. 2007 USDA Distance Learning and Telemedicine Grant Recipients
October 1, 2007 . Acting Agriculture Secretary Conner announced the selection of 78 grant recipients for Distance Learning and Telemedicine grants totaling $22.3 million in 31 states. The Distance Learning and Telemedicine (DLT) grant program was created to improve access to education and medical services through the use of technology. Of the grants announced today, 38 will provide access to medical services and 40 will be used to improve educational opportunities. The grant funds will be awarded to the selected recipients contingent upon meeting the conditions of the grant agreement. Agency for Healthcare Research and Quality (AHRQ) HIT Grants In September 2004, the Agency for Health care Research and Quality (AHRQ) awarded $139 million in contracts and grants to promote the use of health information technology (health IT) through the development of networks for sharing clinical data as well as projects for planning, implementing, and demonstrating the value of health IT. Agency for Healthcare Research and Quality (AHRQ) HIT Implementa HHS' Agency for Healthcare Research and Quality (AHRQ) today announced the award of more than $22.3 million to 16 grantees to implement health information technology (health IT) systems to improve the safety and quality of health care. These projects will contribute to AHRQ's capacity to learn from health IT implementation in clinical settings and to use the results from these real-world laboratories that are crucial to moving forward with broader implementation of health IT in American health care. AHRQ funded projects: Linking Rural Providers to Improve Patient Develops a central electronic health record system that will allow sharing of health information between a hospital, medical group, county health department, and behavioral health organization for rural economically disadvantaged, ethnic/racial minority residents, the elderly, and persons with special/complex health care needs. AHRQ funded projects: Sharing Patient Record Access in Rural Hea Develops an implementation plan for an ambulatory EMR in a medically underserved region that will electronically connect physician offices, the regional hospital, ancillary services, and other community health services; identifies indicators to track measurable improvements in patient safety, quality of care, clinician and patient satisfaction, and operational efficiency. AHRQ funded projects: Toward an Optimal Patient Safety Informati Promotes and evaluates the interchange of patient safety information and the reporting of adverse events and close calls among public and private voluntary incident reporting systems being used at U.S. hospitals. Downstate Illinois Regional Telehealth Project Funds provided by HRSA to develop community-institutional partnerships to strengthen local health care capacity through the use of advanced technologies. Provide medical education and training to 52 rural hospitals – including 32 critical access hospitals – using videoconferencing, satellite broadcasts and web streaming. Health Resources and Services Administration (HRSA) Telehealth G In 2005, HRSA administered 159 telehealth/telemedicine projects. Of those, 92 were awarded funds totaling more than $34.9 million. Projects receive funds in one of four ways: The Telehealth Network Grant Program, Rural Telemedicine Grant Program, Congressionally Mandated Projects, and Special Projects. NLM Knowledge Management & Applied Information Grants Grants to health-related and scientific organizations that wish to optimize the utility of clinical and research information.NLM anticipates making 8-10 new awards each year, spending approximately $4 million per year to support new awards in this program. Rural Broadband Access Loans and Loan Guarantees Program, 2004 The Rural Utilities Service funded the Rural Broadband Access Loan and Loan Guarantee program which provides for the construction, improvement, and acquisition of facilities and equipment for broadband service in eligible rural communities. Rural Hospital Telemedicine Grants Awarded, 2001 Ten small Illinois rural hospitals received grants to improve access to health care for underserved populations through the use of a high-speed, high-capacity telemedicine network.
