Tulane Telemedicine Enterprise
TTME is located within the Tulane Center for Clinical Effectiveness and Prevention (TCCEP) on the Tulane University Health Sciences Center campus. Louisiana Rural Health Imformation Exchange Counts First Success
Delhi Hospital, a small rural hospital in Delhi, LA, recently became the first successful pilot site of the Louisiana Rural Health Information Exchange (LARHIX).


Grant Funded HIT Projects
$1.5 Million Grant to Establish Health Information Network in Po
The $1.5 million grant will link 11 rural health care providers serving the region. Network members include Pointe Coupee General Hospital, Our Lady of the Lake Regional Medical Center, four local rural health clinics managed by Our Lady of the Lake Regional Medical Center in New Roads, Innis Community Health Center, Better Access to Community Health, two private practice primary care clinics and Pointe Coupee Homebound Health and Hospice.


2007 USDA Distance Learning and Telemedicine Grant Recipients
October 1, 2007 . Acting Agriculture Secretary Conner announced the selection of 78 grant recipients for Distance Learning and Telemedicine grants totaling $22.3 million in 31 states. The Distance Learning and Telemedicine (DLT) grant program was created to improve access to education and medical services through the use of technology. Of the grants announced today, 38 will provide access to medical services and 40 will be used to improve educational opportunities. The grant funds will be awarded to the selected recipients contingent upon meeting the conditions of the grant agreement.

In September 2004, the Agency for Health care Research and Quality (AHRQ) awarded $139 million in contracts and grants to promote the use of health information technology (health IT) through the development of networks for sharing clinical data as well as projects for planning, implementing, and demonstrating the value of health IT. Agency for Healthcare Research and Quality (AHRQ) HIT Implementa
HHS' Agency for Healthcare Research and Quality (AHRQ) today announced the award of more than $22.3 million to 16 grantees to implement health information technology (health IT) systems to improve the safety and quality of health care. These projects will contribute to AHRQ's capacity to learn from health IT implementation in clinical settings and to use the results from these real-world laboratories that are crucial to moving forward with broader implementation of health IT in American health care.


Health Resources and Services Administration (HRSA) Telehealth G
In 2005, HRSA administered 159 telehealth/telemedicine projects. Of those, 92 were awarded funds totaling more than $34.9 million. Projects receive funds in one of four ways: The Telehealth Network Grant Program, Rural Telemedicine Grant Program, Congressionally Mandated Projects, and Special Projects.


NLM Knowledge Management & Applied Information Grants

State Awarded Contract to Develop Health Information Network
The Louisiana Department of Health and Hospitals has been awarded a federal contract to develop a prototype of health information sharing and electronic health record support that can be used throughout the Gulf Coast region.

HIT Survey Information
Louisiana's Responses for the 2006 TASC HIT Survey
The Technical Assistance and Services Center (TASC) surveyed 15 Critical Access Hospitals in Louisiana to identify their use of HIT. All of the CAHs have at least six beds (swing and acute not including DPU) and a little less than half of them have 25 beds. A summary of the survey is as follows:
  • 33% of hospitals have a formal IT plan
  • 73% have funding included in your budget for purchasing information technology
  • 4 of 15 hospitals said they have their clinicians use handheld computers/ PDAs
  • 7% of nurses use PDAs
  • All hospitals have internet (87% high-speed, 13% wireless, 7% dial-up)
  • 93% of hospitals say they have encrypted secure e-mail access for all staff to protect patient confidentiality
  • 100% have computerized claims submissions and patient billing
  • 93% have computerized payroll
  • 100% have computerized registration and admission
  • 4 hospitals use bar-coded patient identification bracelets
  • 67% do not use electronic medical records to track patient history
  • 33% keep physician's notes and vital signs records in electronic format
  • 40% of hospital pharmacies have computerized allergy and drug interactions and dose recommendations
  • 47% of hosptital pharmacies have an automated medication dispensing machine
  • 11% of the hospitals have an automated medical dispensing machines
  • 100% of the hospitals currently do not use telepharmacy (using an offsite pharmacist to review orders)
  • 53% have computerized clinician review of raiology results
  • 11 out of 15 hospitals use teleradiology technology to transmit images electronically
  • 3 out of 15 hospitals use telemedicine to consult with clinicians at other sites regarding patient diagnosis and/or treatment
  • 13% of the hospitals transmit EKG tracings electronically to clinicians at other sites
  • 47% of hospitals do not share clinical data with selected other departments within the hospital
  • 20% of hospitals surveyed have physician offices or clinics connected electronically to the hospial's information system
  • 5% have long-term care facilities connected electronically to the hospital's information system
  • 27% of the hospitals share clinical data electronically with other hospitals

The new funding supports several statewide initiatives toward the goal of ensuring every Louisianan has a privacy-protected electronic medical record, and ensuring health care providers have access to relevant information they need to provide the best quality health care.

Rural hospitals link to LSU database
It's part of a new technology initiative in northern Louisiana to automate rural hospitals and connect them to the LSU Health Sciences Center-Shreveport.
