State telemedicine legislation addresses various providers, including physicians, dentists, chiropractors, nurses, and other health professionals. This site includes telemedicine-related laws; however, it does not include all appropriations bills that fund telemedicine initiatives.

INTEGRIS Rural Telemedicine Program
Expand a Blue Cross Blue Shield (BCBS) stroke research project already in progress that gathers information on the efficacy of standardized protocol for telehealth treatment. To study the benefits of education and intervention to CHF and Diabetes patients through the use of Telehealth as a management tool.

Oklahoma State Offices of Rural Health Grant Program
The ORH is directly involved in the Oklahoma Telemedicine Initiative. The introduction of telemedicine into rural areas is enabling isolated residents to receive primary and specialist care at a fraction of the cost to the providers and patients. The ORH is currently participating in the development and deployment of a traveling telemedicine bus to provide health care in rural and undeserved areas.

Rural Telemedicine Program
The Rural Health Telemedicine Program will help CAHs, potential CAHs and other rural health providers purchase telemedicine equipment, services, and training. We will provide the equipment that each participant believes is necessary to improve the quality of health care for their patients. Training will also be provided. Each participant must agree to maintain its network and provide documentation of usage. Additionally, each participant must secure its specialists. Participants will have access to OSU’s Telemedicine expertise to help with equipment, training and specialists’ decisions.

Tulsa Regional Medical Center Department of Telemedicine
Tulsa Regional Medical Center provides telemedicine services to Eastern Oklahoma. Teleradiology, tele-echocardiology, telemedicine specialty clinics and telehealth education at services provided.

Grant Funded HIT Projects
2007 USDA Distance Learning and Telemedicine Grant Recipients
October 1, 2007 . Acting Agriculture Secretary Conner announced the selection of 78 grant recipients for Distance Learning and Telemedicine grants totaling $22.3 million in 31 states. The Distance Learning and Telemedicine (DLT) grant program was created to improve access to education and medical services through the use of technology. Of the grants announced today, 38 will provide access to medical services and 40 will be used to improve educational opportunities. The grant funds will be awarded to the selected recipients contingent upon meeting the conditions of the grant agreement.


Agency for Healthcare Research and Quality (AHRQ) HIT Grants
In September 2004, the Agency for Health care Research and Quality (AHRQ) awarded $139 million in contracts and grants to promote the use of health information technology (health IT) through the development of networks for sharing clinical data as well as projects for planning, implementing, and demonstrating the value of health IT. Agency for Healthcare Research and Quality (AHRQ) HIT Implementa
HHS' Agency for Healthcare Research and Quality (AHRQ) today announced the award of more than $22.3 million to 16 grantees to implement health information technology (health IT) systems to improve the safety and quality of health care. These projects will contribute to AHRQ's capacity to learn from health IT implementation in clinical settings and to use the results from these real-world laboratories that are crucial to moving forward with broader implementation of health IT in American health care.


Health Resources and Services Administration (HRSA) Telehealth G
In 2005, HRSA administered 159 telehealth/telemedicine projects. Of those, 92 were awarded funds totaling more than $34.9 million. Projects receive funds in one of four ways: The Telehealth Network Grant Program, Rural Telemedicine Grant Program, Congressionally Mandated Projects, and Special Projects.


NLM Knowledge Management & Applied Information Grants
Grants to health-related and scientific organizations that wish to optimize the utility of clinical and research information.NLM anticipates making 8-10 new awards each year, spending approximately $4 million per year to support new awards in this program.

HIT Survey Information
Oklahoma's Responses for the 2006 TASC HIT Survey
The Technical Assistance and Services Center (TASC) surveyed 16 Critical Access Hospitals in Oklahoma to identify their use of HIT. All of the CAHs have at least six beds (swing and acute not including DPU) and over half of them have 25 beds. A summary of the survey is as follows:
  • 25% of hospitals have a formal IT plan
  • 50% have funding included in their budget for purchasing information technology
  • 1 of 16 hospitals said they have their clinicians use handheld computers/ PDAs
  • All hospitals surveyed have internet (100% high-speed, 19% wireless)
  • 93% of hospitals say they have encrypted secure e-mail access for all staff to protect patient confidentiality
  • 88% have computerized claims submissions and 94% have computerized patient billing
  • 88% have computerized payroll
  • 75% have computerized registration and admission
  • No hospitals use bar-coded patient identification bracelets
  • 100% do not use electronic medical records to track patient history
  • 0% keep physician's notes and vital signs records in electronic format
  • 19% of hospital pharmacies have computerized allergy and drug interactions and dose recommendations
  • 13% of hosptital pharmacies have an automated medication dispensing machine
  • 75% of the hospitals currently do not use telepharmacy (using an offsite pharmacist to review orders)
  • 25% have computerized clinician review of radiology results
  • 14 out of 16 hospitals use teleradiology technology to transmit images electronically
  • 1 out of 16 hospitals use telemedicine to consult with clinicians at other sites regarding patient diagnosis and/or treatment
  • 33% of the hospitals transmit EKG tracings electronically to clinicians at other sites
  • 81% of hospitals do not share clinical data with selected other departments within the hospital
  • 13% of hospitals surveyed have physician offices or clinics connected electronically to the hospital's information system
  • 13% have long-term care facilities connected electronically to the hospital's information system
  • 13% of the hospitals share clinical data electronically with other hospitals
