The Technical Assistance and Services Center of the
Medicare Rural Hospital Flexibility Program has provided this
Communication Toolkit to help State Offices of Rural Health and State
Flex Programs tell the Flex Program story to hospitals and other
stakeholders. It is designed as a springboard for your communications
efforts and to be modified to fit your needs - do not use these samples
or templates "as is."

Communications Planning
Communications planning is the process of focusing the
right messages on the right audiences at the right time. Organizations
communicate to inform, persuade, prevent misunderstandings, present a
point of view, or to reduce barriers. A plan will ensure efficient and
effective communication that fits the resources of the organization.

CAH Flex Provisions
The Medicare Prescription Drug Bill was passed in 2004. This bill
includes a number of Flex and CAH-related provisions. This document is
a listing of those provisions. It is not intended to be an official
read, only an initial overview.
Medicare Prescription Drug Act
This act amends title XVIII of the Social Security Act to provide for a voluntary program for prescription drug coverage under the Medicare Program, to modernize the Medicare Program, to amend the Internal Revenue Code of 1986 to allow a deduction to individuals for amounts contributed to health savings
security accounts and health savings accounts, to provide for the disposition of unused health benefits in cafeteria plans and flexible spending arrangements, and for other purposes.
