Alabama Flex State Profile

The Technical Assistance and Services Center (TASC), a program of the National Rural Health Resource Center, provides technical assistance for the Rural Hospital Medicare Flexibility (Flex) Program in the form of information, tools and resources. State Flex Programs benefit from sharing information with one another and the Flex State Profiles are meant to be a method to encourage that sharing.

In each core area, what are the top Flex activities in your state?

Core Area 1: Support for Quality Improvement

Rural Quality Network: Providing funding and logistics for hospitals to network; provide training, information, and best practices; benchmarking core measure scores; and, sharing best practices for the measures tracked.

 

Core Area 2: Support for Operational and Financial Improvement

ICD-10 Training: Providing billing and coding training, to include ICD-10 training, for the purpose of improving coding accuracy and compliance, to capture missed revenue, and to increase productivity.

 

Core Area 3: Support for Health System Development and Community Engagement

Rural Health Clinic Conversion Feasibility Study: To provide information and funding for 1) the creation of rural health clinic (RHC); or, 2) the conversion of existing clinics to RHC status.

 

Please describe a success story or innovative program from the Flex program in your state:

Linking hospitals with information and opportunities to support partnerships and telemedicine; in particular, links with the United States Department of Agriculture (USDA) and support from the Rural Hospital Improvement Project (RHPI).

No two Flex programs are alike! What is one unique thing that you would like others to know about your Flex program?

Alabama's Medicaid Agency does not provide enhanced reimbursement to critical access hospitals (CAHs), and because a third-party provider carries 95% of the market, Alabama doesn't have an environment conducive to CAH designation (there are only three CAHs at this time). However, an additional hospital is considering CAH conversion, and others have shown an interest. The AL Flex Program serves the three CAHs with focus and energy, while also supporting the 26 other small, rural hospitals in the state.
