New Mexico Flex Program Success Story

The New Mexico Flex Program has coordinated with the Department of Health’s EMS Bureau and the independent regional EMS agencies to develop Level 4 trauma centers in three Critical Access Hospitals. Two additional Critical Access Hospitals are also in the process of trauma center designation. These developments have come about largely because of the coordination of the Flex Program with the New Mexico Trauma System Fund, a state-funded special appropriation designed for trauma system improvement in both urban and rural areas.

Martin has a bachelor’s degree in business administration and has brought five critical access hospitals (CAHs) on board and also three emergency medical systems (EMS) into CAH facilities. He provides on-going technical assistance to CAHs and Small Rural Hospital Improvement Program (SHIP) hospitals throughout New Mexico to assist them in operational and management quality improvement. Martin works to improve and sustain the quality of care provided by CAHs and SHIP hospitals so that rural citizens receive high-quality, appropriate care in their communities.
