Shannon Norman has been a member of The Center since April 2018. As Consultation Team Lead for the Delta Region Community Health Systems Development (DRCHSD) Program, she provides education, coaching, and technical assistance to selected health care organizations and their communities. Shannon leads consultations to target financial, operational, and quality improvement to assist rural health care organizations in transitioning to value-based care and positioning for population health. She also supports program application and consultation evaluation. 

Prior to working with the DRCHSD Program, Shannon provided technical assistance to the 45 state Medicare Rural Hospital Flexibility (Flex) Program grantees as a member of the Technical Assistance and Services Center (TASC). She also supported the financial, operational, and quality improvement projects provided through the Small Rural Hospital Transitions (SRHT) Project. Before joining The Center, Shannon worked in academia. 

She is pursuing her Master of Health Administration (MHA) from Capella University and has a Bachelor of Business Administration (BBA) in Finance with a concentration in Organizational Management from the University of Minnesota, Duluth.
