The purpose of the Flex grant program is to assist critical access hospitals (CAHs) by providing funding to state governments to encourage quality and performance improvement activities including: stabilizing rural hospital finance; integrating emergency medical services (EMS) into their health care systems; incorporating population health; and fostering innovative models of health care. State Flex Programs will act as a resource and focal point for these activities. Flex is funded by the Health Resources and Services Administration (HRSA), FORHP.
The Medicare Rural Hospital Flexibility (Flex) Program was created by the Balanced Budget Act (BBA) in 1997 (revisions occurred through the Balanced Budget Refinement Act (BBRA); the Medicare, Medicaid and SHIP Benefits Improvement and Protection Act (BIPA); the Medicare Prescription Drug, Improvement and Modernization Act (MMA); and the Patient Protection and Affordable Care Act (PPACA)).
