Purpose 

The National Rural Health Resource Center (The Center) seeks a sub-contractor to conduct a comprehensive compensation study for The Center to help determine appropriate and competitive total compensation strategy for The Center’s job classifications to assist with recruitment and retention.  

Scope of Work 

The selected consultant will provide professional services with integrative support services to evaluate current state compensation at the Center, comparative analysis and recommended changes to create/implement a comprehensive job evaluation and total compensation system. The project includes the following:  

  • Evaluation and analysis of Center compensation needs, and philosophy to align with organizational strategies. 

  • A thorough review and evaluation of the current job descriptions with recommendations for necessary revisions. 

  • Objective classification ranking of each position and the provision of internal pay equity. 

  • Evaluation of existing job descriptions, promotion levels, and the recommendations of revisions to assure compliance with Center diversity strategies, ADA and other State and Federal requirements. 

  • Use evaluation methodology that systematically analyzes the duties, responsibilities, specifications, and content of each job. Methodology, surveys, and support related to the data collection process should be provided by selected consultant. 

  • Develop and conduct an external assessment/compensation survey evaluating benchmark positions by comparing actual job responsibilities and duties to comparable positions in other national non-profit organizations of like size, type, and operating revenue. External survey to include the following components of total compensation to compare benefits and total compensation offered by The Center:  

  • Establish and provide concrete schedules for each of the above proposed developments. 

  • Present findings and recommendations, including written and oral reports and policies to leadership and staff by January 2022.
