The Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 (BIPA)

Looks at the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 (BIPA) provided further adjustments to the critical access hospital (CAH) program. The following provisions were included: clarification of no beneficiary cost-sharing for clinical diagnostic laboratory tests; assistance with fee schedule payments for professional services under all-inclusive rate; exemption of CAH swing beds from Skilled Nursing Facility Prospective Payment System; payment for emergency room on-call physicians; reimbursement adjustments for ambulatory services; and, an Government Accountability Office study on CAH eligibility requirements.
