Rural Hospital Stabilization Program Application

Hospitals located in Delta Regional Authority counties or parishes (Service Area Map) may apply for the Delta Region Community Health Systems Development Program, but are not eligible for RHSP. Hospitals actively participating in similar programs and technical assistance are not eligible RHSP participation. Similar programs include:

  • Appalachian Region Healthcare Technical Assistance Center (ARH-TAC)
  • Northern Border Region Technical Assistance Center (NBR)
  • Rural Emergency Hospital Technical Assistance Center (REH-TA Center)
  • Targeted Technical Assistance for Rural Hospitals Program (TTAP)
  • USDA Rural Hospital Technical Assistance

Organizations who have previously completed participation in the above programs are welcome to apply. Contact stabilization@ruralcenter.org with qualification questions.

Other state and federal programs with technical assistance that utilizes in-depth financial and operational assessments may disqualify an application. This will be reviewed on a case-by-case basis when an application is submitted.

Hospital Need for RHSP Technical Assistance

The RHSP technical assistance services are designed to:

    • Improve financial and operational performance
    • Expand existing services and/or develop new services lines
    • Engage the community and market locally available health care service



Memorandum of Understanding (MOU)

The applicant is expected to sign a Memorandum of Understanding (MOU) to work closely with HRSA's technical assistance provider(s) to achieve the Program’s purpose and goals.
