Flex Eligibility Criteria for MBQIP Participation and Waiver Templates

Starting in Fiscal Year (FY) 2015, the Federal Office of Rural Health Policy (FORHP) required participation in the Medicare Beneficiary Quality Improvement Project (MBQIP) as a condition for critical access hospitals (CAHs) to participate in Flex-funded activities. CAHs have the opportunity to work with their State Flex Program to meet the MBQIP reporting requirements.

The document titled: “FY 2020 Flex Eligibility Criteria for MBQIP Participation” outlines the original minimum requirements for CAHs for FY 2020 (September 2020-August 2021). The document titled: “FORHP Guidance: Suspension of MBQIP Eligibility Requirements for FY2020” details the policy exception that FORHP released in May 2020 regarding MBQIP eligibility requirements. In November 2020, FORHP released another document titled: “FORHP Guidance: Suspension of MBQIP Eligibility Requirements for FY2021”, which outlines the second policy exception that FORHP established to support states and CAHs during the COVID-19 pandemic.
